This movie takes a lighthearted look at murder for hire.  The titular organization operates efficiently and effectively in the shadows, accepting contracts to dispose of anyone for a price.  An enterprising young woman discovers them and – in hopes of embarking upon a career in journalism – persuades a newspaper publisher to supply her with funds to approach the Bureau with an extraordinary commission.  The ensuing adventure is chock-a-block with whimsical yet deadly hijinks.
